This role is responsible for developing and overseeing the implementation of Procurement Organization’s Strategy and Operating Model. It oversees/governs the overall Strategic Category Management & Supplier Management capabilities as well as the overall Strategy and Business Performance Management (BPM) for Procurement organization. In steady state, it is responsible for overseeing and guiding Third Party Risk Management for the enterprise. This role will seek to establish “capability excellence” within the procurement organization and manage the end-to-end roadmap for the Procurement organization. It is important for this individual Partner closely and regularly interact with a wide array of senior stakeholders across the enterprise to establish, enable, continuously improve and govern the capabilities. It is necessary for this individual to provide deep subject matter in respective capabilities and understand operating model requirements and market nuances to effectively develop, implement and drive strategy, policies and processes that ultimately lead to a BMS competitive advantage. This individual is responsible for the development and implementation of the GP Strategic Plan and monitor/report Procurement Business Performance Management (BPM)

Understand operating model requirements market nuances to effectively develop, implement and drive strategy, policies and processes

Establish clear playbooks with roles and responsibilities for global and regional resources to effectively execute strategic capabilities
Encourage and champion external research, benchmarking, and involvement in professional networks as a means of strengthening capabilities via the adoption of procurement profession best practices
Direct all initiatives and strategic decisions for SP&O Strategic Capabilities, including all budgetary matters and management of resources for this group
Partner closely and regularly interact with a wide array of stakeholder across the enterprise to establish, enable, continuously improve and govern the capabilities
Coach and/or facilitate resources to embed processes and tools in ways of working
Champion Procurement training programs to better support stakeholder needs
Oversee key capabilities, including Supplier Management, Category Management, and Third Party Risk Management (in steady state):
Define supplier management processes and methodologies and identify and deploy tools for Global Procurement resources to execute processes (e.g., develop segmentation criteria for suppliers and segmentation tool)
Define, govern, and implement control framework for actively managing risk
Partner with cross-organizational group to accurately profile risks within the organization and ensure connectivity with Procurement
Coach category leaders on best practices and peer review global strategies to ensure alignment with capability methodologies
Procurement Competency/Professional Development oversight and management. Develop and maintain competency model, identify individual and organizational gaps and develop/execute plans for mitigation. Develop overall Procurement team’s training calendar
Ensure excellence in delivery of procurement initiatives that maximize corporate, business, and functional priorities and objectives
Provide business expertise and strategic leadership through participation in the GP extended leadership meetings

Qualifications:
Minimum Requirements:
B.S./B.A.
Minimum of 12-15 years of business experience
Minimum of 10-12 years of multi-disciplined procurement experience or relevant experience
Minimum of 3 years Pharmaceutical Procurement experience or relevant experience
Experience leading and participating on cross-functional and/or global teams
Managerial experience including managing teams of senior professionals and managers and establishing performance expectations
Internal stakeholder management, data/information management, category management, process redesign and continuous improvement expertise, project management and performance measurement skills
Procurement process knowledge, contract management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience
Preferred Qualifications:
M.S./M.B.A.
Professional certifications (e.g. CPM, CPIM).
5 years Pharmaceutical Procurement experience
Membership in Professional Associations, e.g. ISM
