The Division 340B Program Manager leads, coordinates, and supports the ongoing daily operations of the 340B Program within a CHI Division(s) to assure an optimized and compliant program. This position serves as primary internal and external program coordinator and liaison for all 340B-related matters for the division. The scope of this position may be limited to one division or may extend across multiple divisions depending on number of covered entities and complexities.
 
As a key member and leader of the Division 340B Operations Team, the Division 340B Program Manager works closely with Division leaders including the Division Pharmacy Director and/or other senior-level executive(s), and System leaders including the System 340B Operations Support Team and work groups to assure that 340B vision and strategies are implemented and sustained throughout the division. The role functions at the division-level to operationalize program improvements, expansions, implementations, and to sustain ongoing maintenance of the 340B Program including split-billing (outpatient), contract and specialty pharmacies. The Division 340B Program Manager is responsible for ensuring optimal 340B Program compliance, quality, and operations at each covered entity in division. In addition, this position assures that division stakeholders, associated leaders, and staff have access to 340B Program education and training and are well-informed about available resources.
 
The Division 340B Program Manager will work closely with the system-level 340B Operations Support and will serve on various work groups, implementation teams, or other committees to facilitate the success of the 340B program. This position must foster effective working relationships of 340B staff with business functions outside pharmacy including supply chain, finance, legal, compliance, IT/BI, and advocacy within the division and system as well as with vendors, wholesalers, manufacturers, and contract pharmacies. The Division 340B Program Manager is accountable for leveraging knowledge, recommendations, and resources to resolve issues, implement improvements, and ensure consistency across the division and CHI.
 
The Division 340B Program Manager supports all facilities within the division(s) that participate in, or may be eligible to participate in, the 340B Drug Discount Program, including ambulatory, contract pharmacy, and specialty pharmacy areas. This position will be guided by the System 340B Operations Manager, with a direct reporting relationship to the Division Director of Pharmacy (or other division senior executive if no Division Director of Pharmacy) and close working relationship with the System 340B Operations Support Team, other Division 340B Program Managers, and work groups. The Division 340B Program Manager will have oversight of the Division 340B Operations Team that may include audit specialists, analytics support personnel, and a 340B coordinator.
 


Responsible for leading, coordinating, and supporting the ongoing daily operations 340B Programs at each covered entity in the division(s) in collaboration with system, division, and covered entity personnel. The Division 340B Program Manager functions to operationalize program improvements, expansions, and implementations and to provide support for ongoing maintenance and sustainability of the 340B Programs across the division.

Provides oversight for the 340B Programs in the division(s), in collaboration with representatives from pharmacy, legal, compliance, finance, and division administration.

Implements processes, policies, procedures and technology to effectively transition the CHI 340B Program to a proactive, integrated successful program

Responsible for quality and opportunity improvements as well as operational support.

Maintains awareness of 340B regulatory guidance, policy/rule issues and changes, and potential program changes to assure a compliant program at CHI.

Responsible for assuring regulatory compliance at each covered entity in the division in collaboration with Corporate Responsibility. Assures that compliance monitoring efforts and activities are implemented in a timely manner; assesses impact and identifies required actions to ensure the 340B Program is continuously compliant. Oversees all division audits (including internal, external, HRSA, and manufacturers), self-disclosures, and corrective action plans to resolve findings.

Works with other 340B personnel to implement monitoring metrics and reporting to document and improve utilization, savings, revenue, compliance, and identify problem areas, exceptions, and quality discrepancies. Monitors and tracks trends in financial results, improvements, compliance, and realization of opportunities across division. Responsible for division-level 340B Program financial results and acts to ensure desired outcomes are being achieved in a timely manner. Communicates relevant information including risks and improvement recommendations.

Develops relationships with 340B internal and external stakeholders to ensure cooperation and teamwork to optimize scope, savings, revenues and compliance. Proactively promotes knowledge-sharing and recommendations to resolve issues, optimize improvements and ensure consistency. Develops and maintains relationships with contract pharmacy partners.

Actively manages and coordinates 340B operations within the division(s) (including split-billing (outpatient), contract and specialty pharmacy components) with CHI-wide efforts.

Engages in areas of vendor services, solutions and contract pharmacies relationships for the division, including assessments and contracts. Provides operational assessments of current and prospective contracts, cost savings, opportunities and improvements.

Develops, implements, and maintains 340B Program policies and procedures for division pharmacy business operations and ensures processes are compliant with efficient use of staff and resources.
Coordinates efforts with the CHI System 340B Operations Support Team and work groups in assisting sites, departments, service lines, and individuals in the identification of information, data requirements, and modifications needed to support 340B activities.
Assesses opportunities for cost savings and improvements. Provides recommendations to the System 340B Operations Team to leverage across the CHI 340B Program.

Provides expertise, guidance and direction to covered entities to ensure accurate and complete processes, policies and operating procedures are adopted and implemented. Reviews policies and procedures to ensure effectiveness and compliance with state and federal regulations related to 340B contract pharmacy operations.','!*!Job Requirements/Qualifications
Education / Accreditation / Licensure (required & preferred)


Bachelor’s Degree, required;


Bachelor’s Degree in healthcare-related field or business management, preferred

Degree in pharmacy (PharmD or Bachelor’s in Pharmacy) strongly preferred

Master’s Degree (MS, MBA, MHA), preferred
Certifications preferred (e.g. 340B Apexus Certification
 
 
Experience (required and preferred)

Clinical experience/background required

Significant Operational 340B Program experience (including both split-billing and contract pharmacy) required;  3 years minimum, 5 years preferred

Hospital and/or health system pharmacy administration (supervisory or management) experience required; 5 years minimum, 7 years preferred

Experience in leading successful multi-disciplinary teams required
